The "Medicare, Medicaid, and SCHIP Extension Act of 2007" was signed into federal law by President Bush on December 29, 2007.  The Act is an extension of the Medicare Second Payer Act (MSPA) that will require the submission of data by group health plans and liability insurers to the Secretary of Health and Human Services to identify individuals for whom Medicare is the "secondary payer."  Section 111 of the Act requires the submission of claims data by group health plans as well as workers' compensation and liability insurers (including self-insurers) to the Secretary of Health and Human Services to identify individuals for whom Medicare is the "secondary payer."  The Act does not provide for ANY exemptions.  Compliance with this new law is manditory.  The penalties for non-compliance with the reporting requirements of the SCHIP Act are $1,000 per day, per non-reported claim.

The CCMI Section 111 Reporting System provides the following features:

  1. Maintains Mandatory RRE information

  2. Schedules monthly HICN Query transmission dates and quarterly Claim Input File transmission dates based upon the RRE’s Profile Report

  3. Transmits all data to the COBSW per each RRE’s assigned schedule

  4. Processes all response files from the COBSW

  5. Sends system-generated e-mails to the RRE’s Account Manager stating that HICN Query responses are ready for review in the CCMI database.

  6. Performs error checks and sends system-generated e-mails to the RRE’s Account Manager when Claim Input Files have errors or missing information

  7. Maintains history of transmitted HICN Queries and Claim Input Files

  8. Maintains history of responses from the COBSW
